You have differents options, depending on what you are doing in the game (fractals or not), those are the easiest/cheapest ones : Prototype Fractal Capacitor (Ascended) : 1 Vial of Condensed Mists Essence (from fractals 1-9) 1 Gift of Ascension (500 Fractal Relics from BUY-4373) 40 Crystal or 240 Philosopher's Stone (from Miyani) Box of Grandmaster Marks — Up to three can be obtained once per PvP League season, or purchased using 10 Grandmaster Mark Shards from the Skirmish Supervisor at any time. You can also buy ascended armor from plenty sources directly, such as raids, strikes. They also drop as loot from various sources. Trinkets can be bought or looted but the armor/weps need to be crafted AFAIK. Berserker exotic gear is almost as good and a hell of a lot cheaper to wear in the meantime as you work on crafting. Before you buy things for profit, like from GW2efficiency, there are some things you can only buy with laurels, such as armor and weapon ascended recipes. The ascended trinkets themselves are not worth buying with laurels as you can get the rings much faster and easier through pristine fractal relics in your fractal dailies.
Ascended Vipers weapons and armor are most easily crafted. You can buy the recipes via laurels and the insignia thingy comes from one of the HoT zone meta vendors (pretty sure it's Auric Basin). Easiest way to get ascended accessories is stat selectable ones from LWS3 or 4, you can do either.
LWS3 Maps will be your best bet for stat-selectable Ascended accessories. In particular Bloodstone Fen, Bitterfrost Frontier, and Draconis Mons will be your friends for this kind of thing. If you run Fractals, one of the vendors sells stat-selectable accessories that can even be reset with an item buyable from that same vendor.

What are you talking about, several ways have been shown that don't require you to max crafting to get ascended gear. I'll add another one: Specialization collections. To get your ascended elite weapon, you only need crafting level 400 to craft oiled parts. The rest is either looted or bought with HoT currencies.
